This report presents information about state legislative measures that sought to improve the quality of the lives of gay, lesbian, bisexual and transgendered (GLBT) people, as well as those that sought to denigrate and disenfranchise GLBT people. Describes the introduction and movement of 474 GLBT and HIV/AIDS-related measures in all 50 states and the District of Columbia and also compiles this collective bill information to highlight regional and issue-specific trends, reveal broader legislative trends through comparisons with past legislative sessions, and predicts likely hot issues and bills that will dominate the 2000 legislative sessions.
