Uganda: De positie van LHBT'ers : Update van en aanvulling op de themarapportage februari 2011

Abstract: This report describes the position of LGBT+ people in Ugandan. It is an update of a previous report written in 2011. In the first chapter the legal situation, the penal code, other laws that are used against LGBT+ people, possible protection by laws, international treaties or institutions like the Ugandan Human Rights Commission are discussed. The chapter also describes the still ongoing discussion about the introduction of a special Anti Homosexuality Act (AHA) in Uganda. The second chapter covers the application of the penal code articles dealing with homosexuality and the interpretation and utilization of these laws by police, the judiciary and other state actors. The fear of the penal code and AHA and possible protection of LGBT+ people by Uganda's justice system are also described. Chapter three deals with the actions of state actors, other than possible arrests and convictions discussed before. It describes actions of state actors in favour and against LGBT+ people, the political climate in Uganda about LGBT+ people and state actions against LGBT organizations.
