This publication contains an annotated reproduction of the Code of Conduct of the United Nations High Commissioner for Refugees (UNHCR), supplemented with original ORAM analyses and recommended amendments. It is intended to serve as an illustrative guide for staff to make ethical decisions in their professional lives. It is designed to assist staff to better understand the obligations placed upon their conduct by the Charter of the United Nations and the Staff Regulations and Rules. It provides a behavioural rulebook and an ethical compass for modern aid organizations, with focus on the particular needs and sensitivities of sexual and gender minorities ("SGMs"). This publication examines the treatment of SGMs in the most-utilized code of conduct in the field of international refugee protection: that of the Office of the United Nations High Commissioner for Refugees (UNHCR). Including the Secretary-General's bulletin on special measures for protection from sexual exploitation and sexual abuse (ST/SGB/2003/13).
