In the past decade, protection of the human rights of LGBTI persons has taken centre stage in the debate about protection and promotion of human rights internationally. This development at the international level has had its vibrations felt at the African regional level and also within domestic country settings. Uganda has been one of the watershed nations in this debate especially with the discussion of its Anti- Homosexuality Bill, 2009 which proposed the death penalty for what was referred to as "aggravated homosexuality", and other serious punishments for "homosexuality"
