The Global Commission on HIV and the Law came together as a group of individuals from diverse backgrounds, experiences and continents to examine the role of the law in effective HIV responses. The Commision undertook 18 months of extensive research, consultation, analysis and deliberation. Its sources included the testimony of more than 700 people most affected by HIV-related legal environments from 140 countries, in addition to expert submissions and the large body of scholarship on HIV, health and the law. Capter 3 is titled: Risk + Stigma: Key populations, with 3.3 Men who have sex with men and 3.4 trangender persons. This chapters discribes bad situations with figures for men who have sex with men and transgenders and gives recommendations to ensure an effective, sustainable response to HIV that is consistent with human rights obligations.
